9TH MP ALLOCATION FOR HERITAGE PRESERVATION
Following is an extract of comment on the 9th MP allocation on cultural/heritage preservation from www.badanwarisan.org.my for our "RENUNGAN". The question is: how can the Kadazandusun community benefit from the 9thMP allocation on cultural/heritage preservation. As a matter of fact, the Kadazandusuns have so much to offer insofar as cultures and traditions are concerned.

Following the tabling of the Ninth Malaysia Plan (9MP) at Parliament by the Prime Minister YAB Datuk Seri DiRaja Abdullah Ahmad Badawi, Bernama approached Badan Warisan Malaysia to comment on the allocation for culture, arts & heritage.
Bernama: Under the 9MP, a totalled of RM442.4 million has been allocated for culture, arts and heritage programmes with a bigger portion, that is 63 percent, been allocated for the preservation and conservation of cultural heritage compared to 37 percent for the implementation of various arts and culture programmes at the state and district levels. About RM100 million is been allocated for the historical heritage preservation compared to RM85.2 million under 8th Malaysia Plan. What is your view on this? (sic)
Badan Warisan Malaysia: Badan Warisan Malaysia is pleased to note that the Government of Malaysia recognizes the important contribution and economic impact of cultural heritage preservation to nation building with this increased allocation under 9MP. As we approach 50 years of Merdeka, Badan Warisan is sad to note that there continues to be an increasing loss of our cultural heritage resources and assets through demolition and insensitive changes to the original character of historic buildings and sites. Many traditional communities have been torn apart, traditional trades and businesses displaced and their environments changed beyond recognition.
We are pleased to learn that in 9MP, approximately RM300 million has been allocated for the preservation and conservation of cultural heritage and about a third of which, we understand, has been specifically allocated for the historical heritage preservation. The identification of buildings, sites and objects to be gazetted on the National Heritage Register should promote the values of transparency and integrity as advocated by our Government. These funds allocated for the restoration of monuments, and public buildings, should also be put towards developing programmes and strategies to promote the rehabilitation and revitalization of conservation zones, traditional skills and trades.
We also hope that the National Heritage Fund will have the facility to provide grants to individuals to support private heritage restoration efforts as well as promote R&D for conservation best practice.
Bernama: Akademi Seni Kebangsaan (ASK), which is currently a training centre for arts studies, will be upgraded into Akademi Seni Budaya dan Warisan (ASBW) offering degree courses in heritage studies, covering museumology, archeological and archival science. Do you think the moves would benefits in creating skills manpower in heritage preservations? or otherwise? Do we have the required expertise to carry out the courses?
A special programme, the Heritage Craft Apprenticeship Scheme will be implemented during the plan period to provide skill training as well as to preserve traditional arts and crafts including indigenous crafts. What is your opinion on this? (sic)
Badan Warisan Malaysia: We believe that when ASK was first set up, it was meant to be a platform for practical training of performing artists to build capacity and develop a critical mass of professional arts practitioners to develop the local cultural industry. We trust that the vocational and practical focus of ASK will be retained in the proposed degree programme. Taking this step towards ensuring a higher professional standard of skills and crafts to support the development of the cultural heritage industry is crucial. We hope also that the Ministry will consider working with the Ministry of Education to initiate the introduction of heritage trades and technology within the national curriculum, especially through the existing vocational and technical schools. The development of trade skills can be through apprenticeship, individual learning or academic programmes. Well designed education and training programmes should result in excellence in the built environment.
Traditional trades and crafts promote the continuity of traditional practices and values while at the same time we should apply new technologies, materials and methods. Only through the quality, availability and viability of skilled trades by people engaged in construction, repair and conservation will our cultural heritage be sustainable.
The proposed Heritage Craft Apprentice Scheme should therefore also be extended beyond the performing arts and crafts to these other trade skills within the areas of heritage preservation, including built heritage.
Therefore it is crucial that we invest quality, time, energy and money into well-designed craft/heritage and training educational programmes and Badan Warisan Malaysia would welcome the opportunity to be included in this process.

UNESCO-ICCROM Asian Academy for Heritage Management
Today 21 July 2006 is one of my happiest days. Today I received a letter from Mr Richard E. Engelhardt of UNESCO-ICCROM Asian Academy for Heritage Management (Ref. 143.8/AA/CA 336.06) informing me about my acceptance as an individual member of the Organisation.
The Asian Academy for Heritage Management is a network of institutions throughout Asia and the Pacific offering professional training in the field of heritage management. The mission of the Asian Academy is to strengthen professional capacity to sustainably manage heritage resources by providing a regional platform for institutional cooperation in training, research, and exchange. Under the guidance of UNESCO and ICCROM, the Asian Academy promotes integrated, holistic and multi-disciplinary management of heritage resources, including both tangible and intangible expressions of culture.
As a member of the Network, I can now benefit from a shared pool of highly qualified resources, participate in seminars, training courses and workshops and take part in the joint research and publication programmes.
With this, I would look forward to a fruitful collaboration with the other Asian Academy members.

THE WORD "GUN" IN KADAZANDUSUN
Many times our fellow Kadazandusuns talk about the prefix "Gun" in their daily conversations. Examples are, "Gundohing", "Gunsingot", "Guntarok" etc. Well, there are actually meanings for each of the word "Gun". The prefix basically means "The Most", for better or worse. Pls see below:
GUNDOHING - The "most" respected community leaders.
GUNTAROK - The "most" naughty (or always courting trouble) in the community.
GUNSOBU - The one who always piss..in his sleep.
GUNTALOU - The most coward in the community
GUNSIOU - The bravest in the community. Sometimes, it refers to "Huguan Siou".
GUNTAKAU - The one who always steal, "panjang tangan" kad Malayu.
GUNSINGOT - Yang paling "luki" lah!
GUNRONGOT - The most untidy person.
GUNTALIB - The person who always pass by in the neighbourhood.
GUNTABID - The person who always mix/mingle around or minding other peoples' businesses. Also refering to a kid who always keen to join the elders in their daily activities, like hunting trips or mitatanang to mend their farms).
GUNSABU - Womaniser

KURSUS MENCUNGKIL KARYAWAN-KARYAWAN FILEM BARU!!
Pergerakan Pembangunan Belia-Beliawanis Kadazandusun, satu badan yang bernaung di bawah Persatuan Kebudayaan Kadazandusun (KDCA) Sabah, dengan kerjasama Penampang Studio telah menganjurkan KURSUS INTENSIF PENGARAHAN TV / FILEM selama lima (5) hari bermula pada 8 hingga 12 Julai 2006, bertempat di Hongkod Koisaan, Penampang, Sabah.
Kursus yang julung kali diadakan ini dianjurkan keranamenyedari hakikat bahawa industri perfileman antarabangsa, nasional, mahupun di negeri Sabah semakin pesat dan mendapat perhatian orang ramai. Perlu diingat bahawa industri perfileman adalah industri yang senantiasa berkembang di seluruh dunia dan mencatatkan kadar peratusan pertumbuhan (growth) yang tinggi setiap tahun. Di Amerika Syarikat, industri perfileman adalah satu industri yang menjana aktiviti ekonomi yang besar untuk Negara tersebut, sambil memberi keuntungan yang lumayan kepada mereka yang terlibat.
Di Malaysia, industri perfileman juga sentiasa berkembang. Kerajaan Persekutuan memang memberi bantuan yang menggalakkan bagi mendorong lebih ramai penglibatan karyawan-karyawan seni dan usahawan-usahawan dalam pengeluaran filem-filem di Malaysia, khususnya filem Melayu. Kini, industri perfileman Malaysia/Melayu semakin hari semakin meningkat baik dari segi kuantiti mahupun kualiti.
Di Sabah, para karyawan seni dan usahawan tempatan sudah mula berjinak-jinak dengan industri ini. Jika pada 20 tahun lalu, industri perfileman di Sabah hanya dikeluarkan oleh pengusaha-pengusaha dari Kuala Lumpur, kini beberapa bakat tempatan sudah mula menunjukkan keberanian untuk menceburi bidang yang baru ini. Jika dibuat tinjauan, mungkin sudah ada lebih daripada 20 buah telemovie, 20 karaoke shooting & video clip telah dihasilkan di Sabah. Yang menariknya ialah kebanyakan daripada telemovie-telemovie ini telah dihasilkan oleh karyawan-karyawan seni Kadazandusun.
Industri perfileman di Sabah ini masih muda lagi. Pun begitu, semangat dan keberanian para karyawan tempatan, khususnya dari muda-mudi Kadazandusun, begitu terserlah sekali. Apa yang mereka mahukan ialah sokongan dan bantuan dari semua pihak, khususnya dari KDCA dan pemimpin-pemimpin masyarakat Kadazandusun yang lain bagi memberikan mereka ruang untuk mengembangkan lagi seni pengeluaran filem tempatan.
Sebenarnya, inisiatif mengeluarkan lebih ramai penggiat-penggiat seni lakonan, pengeluar-pengeluar filem, pengarah-pengarah perfileman, penulis-penulis skrip di kalangan belia-belia Kadazandusun adalah sangat murni. Jika dibuat dengan serius, inisiatif seperti ini boleh meningkatkan jatidiri dan keyakinan tinggi kepada masyarakat tersebut. Melalui industri perfileman ini juga, dokumentari-dokumentari tentang tradisi dan budaya masyarakat Kadazandusun dapat direkodkan dan diketengahkan kepada masyarakat luar. Dan yang paling penting sekali ialah ini boleh memberikan kemahiran, kreativiti, keyakinan kepada para belia untuk menjadikan ini sebagai satu kerjaya sepenuh masa bagi meningkatkan ekonomi mereka.
Justeru itu, matlamat kursus ini ialah untuk mencungkil bakat-bakat baru dalam industri perfileman tempatan dan dapat menghasilkan filem Kadazandusun yang menarik untuk ditayangkan pada Pesta Kaamatan 2007 tahun hadapan.
Kursus Intensif Pengarahan ini adalah khas untuk mereka yang berminat mahu belajar untuk mengarah telemovie, dokumentari, video klip atau rancangan TV. Kursus ini telah memberikan peluang terbaik kepada para peserta untuk mengambil langkah pertama untuk menjadi pengarah atau sutradara. Ianya terbuka kepada semua peringkat umur tanpa mengira sebarang kelayakan akademi. Yang penting semasa pemilihan peserta ialah mereka mesti ada minat dan cita-cita. Para peserta juga telah berpeluang mengarah dan menghasilkan cerita pendek yang mereka namakan “PTI Mokirayou”.
Fasilitator Kursus ini ialah Sdra Tony Francis Gitom, ws, fdam, iaitu merupakan satu-satunya anak watan Sabah yang telah mencipta nama dalam bidang pengarahan filem di Malaysia. Dalam kursus intensif ini, pengalaman Sdra Tony selama 20 tahun, telah dikongsikan kepada para peserta dengan ikhlas.
KANDUNGAN KURSUS
1. Pengenalan.
- Memperkenalkan industri dan format.
2. Asas Pengarahan.
- Belajar asas pengarahan, tugas-tugas dan tanggungjawab
seorang pengarah.
3. Asas Penulisan Skrip & lakon tv.
- Belajar asas penulisan skrip dan lakon tv. Garapan dan penilaian seorang pengarah secara kreatif dan bertanggungjawab terhadap sesuatu karya.
4. Asas Seni Lakon.
- Belajar asas seni lakon bagi memudahkan seorang pengarah
untuk mengarah dan membimbing pelakon secara efektif.
5. Pra-produksi.
- Belajar membuat persiapan untuk memulakan sesuatu projek
baru.
6. Penggambaran.
- setiap peserta berpeluang merasa menjadi pengarah untuk
menghasilkan cerita pendek durasi 15 minit.
7. Pos-produksi.
- Belajar membuat kerja-kerja di studio pos produksi secara total
iaitu suntingan, muzik dan adunan akhir.
8. Produk Siap.
- Belajar trend pasaran, keperluan dan kepentingan semasa.
